Prohibits the possession or use of a TASER or stun gun by LEOs or SROs in the state. Also prohibits training in their use by law enforcement academies. Possession or use by non-LEOs would remain legal. Well, that’s a switch.

Creates the “Mississippi Firearms Parental Amnesty Act,” which stipulates that any parent or legal guardian of a minor who is less than eighteen (18) years of age, and who voluntarily and peacefully delivers and abandons any firearm that was owned by or in the possession or control of the minor, regardless of whether the firearm was used in the commission of a crime or not, shall be “immune from civil and criminal liability for any action taken with use of the firearm, if any.” No person who delivers and abandons a firearm, destructive device, or ammunition under this section shall be required to furnish identification, photographs, or fingerprints. So then how will they know if that person is a parent or legal guardian? This seems like a great way to dispose of crime evidence.

Establishes “The Mississippi Houston/Hunter Act,” which would provide immunity from civil action against any FFL for lawfully returning a firearm to its owner at the termination of a lawful firearm hold agreement. A firearm hold agreement is a private transaction between a federal firearm licensee and an individual firearm owner where the licensee agrees to: (i) take physical possession of the owner’s lawfully possessed firearm at the owner’s request; (ii) hold the firearm for an agreed period of time; and (iii) return the firearm to the owner.

If the perpetrator is a juvenile, the punishment is 20 years to death, depending. A “crowd” is defined as two or more people in close proximity.

Essentially requires background checks to be performed by the state Department of Public Safety on buyers at private (non FFL dealer) gun sales. It refers to gun shows as defined in federal law – which are specifically off premise functions of FFLs – but then attempts to apply that federal licensee function to unlicensed individuals. The bill is a mess, like its author.
